Enterprise and organization admins can see how users engage with Copilot code review on daily and 28-day user-level reports, enabling a clearer picture of CCR adoption and engagement.<\/p>\n<p>Within the <a href=\"https:\/\/docs.github.com\/enterprise-cloud@latest\/rest\/copilot\/copilot-usage-metrics?apiVersion=2026-03-10\">API response<\/a>, CCR usage is represented by two fields at the user level:<\/p>\n<ul>\n<li><strong><code>used_copilot_code_review_active<\/code><\/strong>: Set to <code>true<\/code> when a user intentionally engaged with Copilot code review by:\n<ul>\n<li>Assigning Copilot as a reviewer on a pull request.<\/li>\n<li>Requesting Copilot reviews again.<\/li>\n<li>Applying a CCR suggestion.<\/li>\n<\/ul>\n<\/li>\n<li><strong><code>used_copilot_code_review_passive<\/code><\/strong>: Set to <code>true<\/code> when Copilot code review automatically ran on a user&rsquo;s pull request (via a repo-level policy), but the user did not interact with the review.<\/li>\n<\/ul>\n<p>If a user has both active and passive CCR events on the same day, the active signal takes precedence.<\/p>\n<p>You can learn more in <a href=\"https:\/\/docs.github.com\/copilot\/concepts\/copilot-usage-metrics\/copilot-metrics\">our documentation about Copilot usage metrics<\/a>.<\/p>\n<h3 id=\"why-this-matters\" id=\"why-this-matters\" ><a class=\"heading-link\" href=\"#why-this-matters\">Why this matters<span class=\"heading-hash pl-2 text-italic text-bold\" aria-hidden=\"true\"><\/span><\/a><\/h3>\n<p>With this update, you can:<\/p>\n<ul>\n<li><strong>Measure real engagement, not just coverage.<\/strong> Distinguish between users who actively interact with Copilot code review and those whose pull requests are reviewed automatically but without engagement.<\/li>\n<li><strong>Track adoption maturity.<\/strong> An admin can now say &ldquo;100% of my repositories are covered by CCR, and 60% of my users engage with those reviews actively&rdquo; instead of a single, undifferentiated active-user count.<\/li>\n<li><strong>Distinguish across Copilot surfaces.<\/strong> <code>used_copilot_code_review_active<\/code> \/ <code>used_copilot_code_review_passive<\/code> sit alongside <code>used_agent<\/code> (IDE agent mode) and <code>used_copilot_coding_agent<\/code> (CCA) for a complete view of adoption.<\/li>\n<\/ul>\n<p>Visit our <a href=\"https:\/\/docs.github.com\/enterprise-cloud@latest\/rest\/copilot\/copilot-usage-metrics?apiVersion=2026-03-10\">API documentation<\/a> to learn more.<\/p>\n<p>Join the discussion within <a href=\"https:\/\/github.com\/orgs\/community\/discussions\/categories\/announcements\">GitHub Community<\/a>.<\/p>\n<\/body><\/html>\n","protected":false},"excerpt":{"rendered":"<p>Copilot usage metrics now indicate which users have Copilot code review (CCR) activity, and whether that activity was active or passive.
