Display event time in EE in Interactive mode, in both Topics

It also fixes an isse where the animation keep running after the tab has changed

Testing Instructions

1. Pull and checkout the branch improvment/ee-datetime
2. Build and run the extension: npm run start
3. Open Privacy Sandbox tab on DevTools
4. Go to EE in both PA and topics
5. Select Interactive mode
6. Select any website(circle)
7. Observe the date and time is displayed on top of the website icon
