Can't type shifted symbols while kitty keyboard protocol is enabled in Wezterm #11813

If I enable enable_kitty_graphics in Wezterm I become unable to type any shifted symbols.
fish_key_reader detects them correctly, but when I'm trying to type them in the shell it does nothing.
