[Ubuntu 20.04.3 LTS](https://github.com/actions/virtual-environments/blob/main/images/linux/Ubuntu2004-README.md) has updated the maven version to 3.8.3 which resolves[ the issue](#1202) maven 3.8.2 had with flatten-maven-plugin

Do we want to do this change, or update the version used in the setup? Based on some of the conversation yesterday, I thought we were leaning toward being more explicit with versions in our toolchains. |
