Manual approve registration not work

If you have enabled the Manual approval of registration the user can register with status Pending. It will show in Users list.

Please cross check User registration > Manual Approval tab to see Registered users needs to approved.

If the user are registered without Pending status, Please cross check the WP Dashboard > Audit log have User registration the stacktrace from where they got registered. If you do not understand that stacktrace share it to me using https://pastebin.com/

wc_create_new_customer function is being called means wocoomerce registration form is being used to create those users.

Do you have WooCommerce installed?

Do registration required for those users ? If no disabled registration.
